Meet the Team

Madeleine Williams, Director

Madeleine is a specialist in EU policy and funding and government relations in London and Brussels. She has wide knowledge of EU funding programmes and projects, having directed £100million ESF programmes as Managing Director in the GLE Group, as well as several interregional cooperation projects and the London Enterprise Europe Network. 
As former Deputy Chief Executive of the ALG (now London Councils) Madeleine has an in-depth understanding of local government's role in economic development as well as the role EU funding can play in meeting the objectives of public and third sector organisations. 
Madeleine is currently supporting London Councils' work on developing new 2014-2020 ESF and ERDF programmes, directing an ESF project helping London boroughs access ESF and leading Access Europe's work on funding, research and evaluation and project management. She sits as an observer on the London LEP ESIF Committee and sits on the 2007-2013 ESF and ERDF Committees and the ERDF Programme Review Group.

Iwona Wardach, European Adviser

Iwona specialises in working with third sector organisations in the field of social inclusion. She has several years' experience of working with EU funded projects in Poland and Northern Ireland as well as London and has an excellent understanding of how EU funding can boost the capacity of voluntary organisations. With a Master's degree in Sociology and social research skills, Iwona is experienced in project evaluations, specialising in evaluating employment and skills and social inclusion projects.

Hugo Clarke, European Adviser

Hugo is responsible for energy, environment and sustainable development policies. Prior to joining Access Europe Network, he worked for a Brussels-based consultancy firm in public affairs, the European Commission (DG CNECT) and the United Nations and gained an in-depth knowledge of EU funding and EU policy-making process. Hugo holds a MA in Geography from Paris-Sorbonne (Paris-IV) University and a MSc in European Public Policy from University College London (UCL).

Alexia Bellemin, European Adviser

Alexia’s work focuses on economic development, urban policy and the EU structural funds. She previously worked for two member-based organisations involving mainly local authorities in Brussels and Brighton as well as in the European Parliament. In her previous position, Alexia coordinated an EU project on personal care and domestic work funded under the EASI programme that aims to improve job and service quality and ensure a greater professionalism in the sectors. Alexia graduated in History and Geography from the University of Lyon, studied for a year at the University of Leeds as an Erasmus student and has a Masters in European Politics and Public Affairs from Sciences-Po Strasbourg.

Cheyenne Dwyer-McDowall, Research & Marketing Administrator

Cheyenne is responsible for event organisation, marketing and case study research. Cheyenne graduated with a BA in Sociology and Politics from the University of Kent and prior to joining Access Europe Network, she completed a Graduate Placement at the South East London Chamber of Commerce working in events and communications.
